Attorneys André Bastos Lopes Ferreira and Larissa Bezerra Cuervo, of Rossini & Bastos Advogados, took part in the publication of Volume VII – Part II of the COVID-19 Collection of the National Council of State Health Secretaries (CONASS), entitled “State Regulations for Confronting the Covid-19 Pandemic in Brazil: Revisiting the Past, Preventing the Future.”
The work brings together one of the most comprehensive surveys of Brazilian regulatory production during the pandemic, combining technical analysis, empirical data, and institutional reflection on the role of Law in managing public health crises and in federal coordination in public health.
In the project, André Bastos served as volume organizer, participating in the academic coordination and in the structuring of the database that systematized more than 50,000 regulations published in the early years of the pandemic. Larissa Cuervo was part of the reporting team, contributing to the technical consolidation of the debates and to the organization of the content presented at the 37th CONASEMS Congress.
This participation reaffirms the firm’s institutional commitment to excellence in academic production and to making qualified contributions to legal debate on strategic issues such as regulation, public policy, federalism, and legal certainty in complex contexts.
🧭 André Bastos Lopes Ferreira is an attorney, researcher, and PhD candidate affiliated with the Center for Health Law Research at the University of São Paulo (Cepedisa/USP), with practice focused on Health Law and health regulation.
🧭 Larissa Bezerra Cuervo is an attorney and researcher at Cepedisa/USP, and holds a Bachelor of Laws from the Ribeirão Preto Law School of the University of São Paulo (FDRP/USP).
